Pole tags are affixed at 14 ft above ground facing a road. If it is impossible due to obstructions or unforeseen circumstances, Osmose will affix the pole tag in an alternative place and note it in the data.
Streetlight poles are placed relative to the DDOT road network and have their XCOORDINAT and YCOORDINAT fields populated with the collected sub-meter X and Y coordinates in the NAD83 Maryland State Planes Meter coordinate system.
Completeness_Report:
Osmose performed an inventory of streetlights on 50,000 - 65,000 poles within the District of Columbia. The inventory was conducted in all of the Washington DC wards excluding ward 1 and part of ward 3. The streetlight inventory includes the following items:

All light poles are inventoried and placed relative to DDOT's source road network. A sub-meter gps point is taken for each light pole with the exclusion of underpasses and tunnels. Each sub-meter gps point is stored in Trimble formatted .SSF files. The .SSF files are differentially corrected and exported to the NAD83 Maryland State Planes Meter coordinate system using Trimble's GPS Pathfinder Office software program. The XCOORDINAT and YCOORDINAT fields contain the sub-meter gps X and Y coordinates respectively.

The QA/QC process is based on a FastGate Mobile application configured for use on the Severn Construction Services streetlight inventory project. FastGate Mobile data collection software is programmed in such a way as to reduce the potential for error. The mobile software will contain verification routines to support the accurate and complete collection of data. These validations and quality control tools are programmed into FastGate Mobile to alert technicians of data collection rule violations during collection and to provide an environment for objective field quality assurance after collection.
In order to achieve high levels of data accuracy, Osmose has developed a controlled QA/QC process that uses the same FastGate Mobile technology and project specific data model in a separate quality control mode. This allows the task of Quality Control to be performed in a repeatable and controlled manner consistent with the data rules of the project using the same technology.

After a completed workpacket has been handed to the field supervisor from the field collector, the Quality Control group will be given the work set. Using the same FastGate Mobile application put in "QC Mode", the software will randomly sample (up to 10%) poles in each work set per field technician.
