Right of Way (ROW) locations. The dataset contains locations and attributes of ROW, created as part of the DC Geographic Information System (DC GIS) for the D.C. Office of the Chief Technology Officer (OCTO) and participating D.C. government agencies.
A database provided by DDOT identified ROW locations. Captured the public space right of way along the DC managed street segments from authoritative source documentation including DDOT surface maps, ROW distribution cards, Subdivision Books in the DC Surveyor's Office, Survey Books, King Plats, Record Books, Street Extension Maps, County Maps, A&T Map Books, Wall Books and Wall Reports.
All DC GIS data is stored and exported in Maryland State Plane coordinates NAD 83 meters.
METADATA CONTENT IS IN PROCESS OF VALIDATION AND SUBJECT TO CHANGE.

Purpose:

This data is used for the planning and management of Washington, D.C. by local government agencies.

Supplemental_Information:

The DC ROW data comes from a number of sources. The first source that was used, and the source that is the most definitive and correct, are the Right of Way Distribution Cards. These distribution cards were used wherever it was possible to use them. For the street segments that could not be attributed with the Right of Way Distribution Cards, the DDOT Surface Maps were used. The DDOT Surface Maps are nearly as accurate and current as the distribution cards. The only difference between the two is that the DDOT Distribution Maps were not updated beyond roughly 2000. With these two sources, we were able to fill in 79% street segments in the city. The Distribution Cards are considered to be the legal, Source of Record. The next source that we used to fill in the remaining street segments in the city, were the Subdivision Books in the DC Surveyor's Office. According to The District's Chief Surveyor, Rick Driest, the Subdivision Books are the most current and accurate source to use, following the Distribution Cards. The Subdivision Books are a collection of books that contain any changes to the dimensions of the building lots in the District of Columbia. The books are current through 5/24/02. Changes to lots after this date, are recorded in, what are called "Working Maps". "Working Maps" are Subdivision Plats, which have not been bound into books yet. There are also documents called "Rolled Maps" and "Red Band Jackets", which are as accurate and current as Subdivision Books, but in a different location, and not contained in a book. We labeled all of these sources, "Subdivision Books". Like the Distribution Cards, the Subdivision Books, Red Band Jackets and Rolled Maps are considered to be a "Source of Record", and therefore contain the legal measurements for the streets, lots and alleys.

The primary attributes that have been updated with the scanned distribution cards and scanned paper maps are the street total, roadway total, the sidewalk widths, and the parking area widths. In some cases a street segment contains a service road or a median; these attributes are collected when they exist. The median is given a directional value when it lies to the north or south of the main roadway. In the cases of the median being in the center of the street, it is not given a directional value. On scanned maps, there is often a value for tree space, which always sits adjacent to a sidewalk. On the distribution cards, the sidewalk and the tree space areas are always combined. We continued to combine the sidewalk and tree space areas from the map in the absence of information on the distribution cards.
Columns "Issue" and "Issue_Desc" were added to the dataset to flag street segments where values were missing or unclear on both the distribution card and the raster map. This also included if there were missing raster maps for the area of the segment in question. The distribution card was always the first source of information and the raster map was used as a backup source of information. Streets that ended in a cul-de-sac was another situation that was flagged when encountered. There was no acceptable methodology to collect the data values for a cul-de-sac. The data for the street segment leading into the cul-de-sac was collected and the segment was flagged.

NLT looked at all 33,773 street segments in the District of Columbia Street Spatial Database as of 9/1/2008. 14% of all segments in the District of Columbia do not have a recorded ROW value in the sources used.
