Abstract:
This is a consolidated collection of areas with historical significance within the District of Columbia as listed in the "District of Columbia Inventory of Historic Sights, 2004". It contains the locations and attributes of parks, cemetaries, archaeological sites, fort circle parks, highways, canals, and other areas of historical worth which do not have National Historic Park or National Historic Site status. Note that not all features in this data set are currently officially designated as historic, and not all structures that may be eligible for historic designation are included. Additional datasets are available that include (1) Historic Districts, National Historic Parks and National Historic Sites, and (2) Historic Structures. The same records in this polygon-format dataset are also available in a point-format dataset.
Purpose:
This is a spatial dataset of record for the storage, maintenance, and display of historically significant areas within the District of Columbia for planning and management purposes. Note that Historic Districts, National Historic Sites, and National Historical Parks are maintained in a separate dataset.
Supplemental_Information:
The primary data source for this dataset is the "District of Columbia Inventory of Historic Sites", published in September 2004 by the DC State Historic Preservation Office (HP). Each record has been organized and listed as close to the original document as possible. Updates at the Office of Planning in December 2006 were based on manual review of hard-copy maps and subsequent on-screen digitizing of updates as provided by David Maloney of the State Historic Preservation Office.

Attribute Analysis Attribute components of the spatial datasets (Historic Landmark Sites, Historic Landmark Areas, and Historic Districts) were imported to an MS Access database.

Phase II - Historic Inventory Database Version 2
Between 07/16/2002 and 09/22/2004, the content and structure of the "Inventory of Historic Sites" document was updated, revised, and reformatted. In addition to supplying new content, the structure of the document was changed from an alphabetical ordering to an ordering by historical eras and cultural themes. Most of the original landmark entries still existed, but many underwent name changes or content expansion.
The Historic Inventory database underwent a corresponding upgrade. Fields were added to accomodate the Era/Theme hierarchy of the new document. New entries were added and records updated, as appropriate.
The Inventory document contains entries for many types of historical entities. It can also have single entries which contain a listing of individual locations. Three types of spatial features were determined to describe entities within the Inventory document, Landmark Areas (Historic Districts, Parks, Cemeteries, etc.), Landmark Structures (Buildings, Memorials, Fountains, etc.), and Landmark Sites (Point Locations).
Overlap between spatial features was expected between Landmark Sites and Landmark Areas or Structures. In addition, individual Landmark Sites or Areas might exist.
Three GIS ID fields were used to link records in the Inventory Database to their corresponding spatial entity (Landmark Areas, Structures, or Sites). These fields were added to the original Inventory table and to a Collections table that tracked individual locations within single Inventory document entries.

Phase III - Spatial Data Collection and Creation
The "Inventory of Historic Sites" document addresses a wide variety of features. Using the current DCGIS historic spatial features as a guide (Historic Districts, Landmark Areas, Landmark Sites), DCOP staff began assembling related spatial data sources.
A simple attribution scheme was defined for the three spatial datasets (GIS_ID, NAME, ADDRESS, SSL). Detailed attribution that mirrored the content of the Inventory document would be managed in the Inventory database and would be linked to the appropriate spatial dataset(s) by a unique GIS ID.
The assembled spatial data sources were stripped of attribution and replaced with the simple attribution scheme (GIS_ID, NAME, ADDRESS, SSL). The table below details the relationships between the GIS ID in the Inventory database to the individual spatial datasets.

Concurrently walked through the Inventory Document, Inventory Database, and Spatial Data Locator (ArcMap). Determined that each document entry has a spatial data equivalent. Concurrently assign a unique GIS ID to Inventory Database and associated spatial dataset. If no spatial data exists, designate "GIS Placeholder" within Inventory Document text.
In the event that a single Inventory Document entry references multiple spatial locations (collections), individual location records were created in a separate table. GIS features were created and/or attributed, as appropriate. Collection records included a link back to the original Record ID as well as simple descriptive information.
The location and visual validation of the Landmark Structures and Landmark Sites was facilitated by two tools developed by DC Office of Planning (DCOP) staff. An address geocoder utility allowed GIS staff to zoom into a specific location (address) as defined in the Inventory record. In addition, a Pictometry Viewing utility enebled staff to view a given location (structure) close enough for visual clues. These two tools in conjunction with referencing to Historic American Building Survey (HABS) website found the majority of sites.

Phase IV - Spatial Data Validation
Several fields were added to maintain consistency with the DCGIS spatial data model ([OBJECTID], [AID], [WEB_URL], and [UPDATE_DATE]). Two additional fields ([LABEL] and [NR_ELIGIBLE]) were incorporated into the updated dataset. [LABEL] is used to indicate a feature's name on a display or map. [NR_ELIGIBLE] is a flags that indicates whether the feature is eligible for entry in the National Register list.
DCOP and Historic Preservation staff performed a visual validation of the Landmark Areas dataset. Area boundaries were plotted and checked against DRAFT vectorized lot lines (Tax lot / Record lot), as well as planimetric features, as needed. Numerous new Landmark areas and Historic Districts were added to the dataset.

All address points have been validated against the Master Address Repository (MAR) dataset and the current DRAFT Taxlot and Recordlot property boundaries.
Only the first 93 entries from the Inventory of Historic Sites document were validated in this phase, plus updating the attribution of the Landmark Areas / Historic Districts dataset. This constitutes the first major section of the document, "The Federal City". Subsequent document chapters will be processed and validated sequentially.
After the major issues were addressed, Historic Preservation Staff reviewed the Location and names of all landmark structures and sites within the dataset.
Proof maps were generated and changes or updates were noted where appropriate. DC Office of Planning GIS Staff reviewed and prepared the updates.
