Abstract:
The dataset known as District of Columbia Broadband Adoption by Census Tract contains locations and attributes of broadband service available within the District of Columbia. The agregate data was compiled from data submitted by broadband providers and verified by the DC Geographic Information System (DC GIS) and the D.C. Public Service Commission for the D.C. Office of the Chief Technology Officer (OCTO). The project was funded by the United States Department of Commerce National Telecommunications and Information Administration (NTIA). The American Recovery and Reinvestment Act (ARRA) directed NTIA to develop and maintain a comprehensive nationwide inventory map of broadband service capability and availability, and to make the map publicly available via the Internet. NTIA is collecting data from all 50 states, 5 territories, and the District of Columbia. Detailed information about this project can be found in the State Broadband Data and Development Grant Program Notice of Funding Availability (NOFA) (<http://www.ntia.doc.gov/frnotices/2009/FR_BroadbandMappingNOFA_090708.pdf>) and subsequent clarifications. This data collection is to be conducted on a semi-annual basis over a five-year period. This data will attempts to reflect conditions in the field as of December 2009. The data is covered by nondisclosure agreements entered into by OCTO and broadband providers. The data contains COMMERCIAL / PROPRIETARY and CONFIDENTIAL INFORMATION. The data is compiled solely for use by NTIA and cooperating federal agencies. Redistribution of the data in its raw form is prohibited.
All DC GIS data is stored and exported in Maryland State Plane coordinates NAD 83 meters.
METADATA CONTENT IS IN PROCESS OF VALIDATION AND SUBJECT TO CHANGE.
Purpose:
This data is used for the planning and management of Washington, D.C. by local government agencies. NTIA will use the data collected by grantees including the District of Columbia, in combination with other data sources, to create and publish online the National Broadband Map by February 17, 2011. The map will further educate consumers and businesses about broadband Internet availability, enable broadband Internet providers and investors to make better-informed decisions regarding the use of their private capital for future broadband investment, and inform the decisions of Federal, State, and local policymakers as they work to expand the benefits of broadband to all Americans.

The attributes are believed to be accurate, but are subject to change. The validation steps described under logical consistency also apply here. As of this submission the District did not attempt to verify "typical speed" except for some wireless providers. The dataset does contain null fields and those should be interpreted as no data was available.
Logical_Consistency_Report:
The data were compiled from data submitted by broadband providers and verified by the DC Geographic Information System (DC GIS) and the D.C. Public Service Commission for the D.C. Office of the Chief Technology Officer (OCTO). Although attempts have been made to validate and normalize the data, the dataset cannot be considered entirely logically consistent. Broadband providers submitted data in a variety of formats and levels of accuracy. Moreover, by reporting data at the census block inevitably mixes some parkland and institutional land where wireline service cannot be delivered with commercials or residential areas where the service is offered. In such cases we have attempted to err on the side of the largest service territory so as not to leave residents or businesses out. The following steps were taken to validate the data submitted and make it as logically consistent as possible: The District completed drive testing of major wireless providers. This was accomplished by installing computer and GPS hardware and software in a vehicle and testing and mapping upstream and downstream transmission speeds. Some wireless providers were not tested during the second round. These are noted in the validation field. The District, through our Public Service Commission, has made extensive use of FCC Form 477 data. The Form 477 was used to: verify that we have contacted the correct providers; compare the technology of transmission and speed of transmission between what was reported to the FCC and what was submitted by the provider; Compare the geography reported to the FCC in census tracts with the areas submitted to the District in census blocks. Where discrepancies were found, the providers were asked for more information.
The District purchased a database of broadband subscribers from a commercial mailing list company InfoUSA. The dataset is used to crosscheck data coming from providers. Where discrepancies have been found, the providers were asked for more information.
Completeness_Report:
The District attempted to contact firms that where identified from DC PSC and FCC records as possible broadband providers operating in the District. OCTO believes that all firms with more than a few hundred customers have been processed.
Both verified and unverified firms have been included in our submission. The verification status of each firm is noted in the database.

1. Check-in (New data has arrived; it is assigned for submission tracking , it is scanned for viruses, and it is given an initial review to ensure that each major component is present.) This step is handled by the PSC. 2. Processing (GIS Analysts process the information into its final form. Processing steps vary based on the type of data submitted [wireless, wire line, or middle-mile] and the nature of the data provided [GIS data, Paper/PDF, data table, etc.]. This step is handle by OCTO with assistance from the PSC when providers need to be contacted. 3. Verification (During this stage, data from providers are compared with data from other sources. Discrepancies are noted and sent to the contributing provider for comment. Validation techniques vary by the type of data submitted [wireless, wire line, or middlemile]. See more on validation in the logical consistency section of this metadata. 4. Amalgamation/Documentation (Unless a provider's submission is conclusively invalidated and the issue cannot be resolved with the contributing provider, it is included in the amalgamation phase. Until this stage, OCTO handles each submission separately. During this stage, all successful submissions are appended to the latest version of the NTIA/NSGIC geodatabase, and FCC-requested transmittal forms are prepared.) 5. Quality Review (The amalgamated data are given a final quality review by a different GIS Analyst.)

7. Agregate the numbers by major providers and total providers. Major providers consist of the 3 major providers who provide Broadband service to residential users.
