Description:

Abstract:: SARA Title III Hazardous Material locations (above ground). The dataset contains locations and attributes of Hazardous Materials, created as part of the DC Geographic Information System (DC GIS) for the D.C. Office of the Chief Technology Officer (OCTO) and participating D.C. government agencies.
A dataset listing provided by DC FEMS identified above ground Hazardous Material locations. The dataset provides and standardized address generated during geocoding as well as the original source address information. In addition, attibute information also includes points of contact information for each site listing.
All DC GIS data is stored and exported in Maryland State Plane coordinates NAD 83 meters.
METADATA CONTENT IS IN PROCESS OF VALIDATION AND SUBJECT TO CHANGE.
Purpose:: This data is used for the planning and management of Washington, D.C. by local government agencies.
Supplemental_Information:: In 1986, Congress passed the Superfund Amendments and Reauthorization Act (SARA) as a response to the chemical accident that occurred in Bhopal, India in 1984. This was the incident in which a toxic gas, methyl isocyanate, escaped from an industrial plant and killed or injured 2,000 - 5,000 people. Title III of SARA, also known as the Emergency Planning and Community Right to Know Act, establishes the public's right to know what chemicals are stored in their communities. It also requires state and local governments to establish local committees to identify hazardous materials and to plan for responding to reeases of the materials.
The Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986 lso known as SARA Title III, brings industry, government and the general public together to address emergency planning for accidental chemical releases. The emergency planning aspect requires communities to prepare for hazardous chemical releases through emergency planning. This provides essential information for emergency responders and creates a database of hazardous chemical storage information for the community. The community right-to-know aspect increases public awareness of chemical hazards in their community and allows the public and local governments to obtain information about these chemical hazards.

Much of the original address information was incorrectly entered and had to be altered in the Standardized Addresses in order to match with a location. The standardized addresses were further altered slightly to match with a location near by. Examples of these situations include: missing street type, misspelling of Massachusetts, and Brookley Ave containing Zeros in Left/Right Address fields.
All original data entry was maintained for reference in the output shapefile.

The raw data was provided in a standard table in a Microsoft Word document. In order to properly bring the data into ArcGIS and geocode, first the data was copied into a Microsoft Excel Sheet. A simple copy/paste function of the data was insufficient and required added organization of the data. Added organization included removing previous formats and concatenating cells.
Once complete, the next step was to save the Excel Sheet as a DBF table and geocoded against the District's Master Address Repository..
